REQUIREMENTS FOR LRIT COMPLIANCE

The Long-Range Identification and Tracking (LRIT) system is a mandatory international ship reporting system established under Chapter V, Regulation 19-1 of the International Convention for the Safety of Life at Sea (SOLAS).  

LRIT supports maritime security, navigation, search and rescue (SAR) operations, and the protection of the marine environment.  

Regulatory Reference: SOLAS Chapter V, Regulation 19-1; IMO Resolution MSC.263(84), as amended (Revised Performance Standards and Functional Requirements for LRIT); and IMO Circular MSC.1/Circ.1307/Rev.1 (Guidance on the Survey and Certification of Compliance of Ships with the Requirement to Transmit LRIT Information). 

Applicability 

LRIT requirements apply to the following vessels engaged on international voyages: 

  • Passenger ships, including high-speed passenger craft; 

  • Cargo ships, including high-speed craft, of 300 gross tonnage (GT) and above; and 

  • Mobile Offshore Drilling Units (MODUs) 

LRIT Reporting Requirements 

Ships subject to LRIT must automatically transmit: 

  • Vessel identity; 

  • Vessel position (latitude and longitude); 

  • Date and time of the position report. 

The standard reporting interval is every six hours (four transmissions per day), unless a more frequent reporting interval is lawfully requested by an authorized authority in accordance with IMO requirements. 

Compliance Dates 

Ships are required to be fitted with LRIT equipment in accordance with SOLAS Regulation V/19-1: 

  • Ships constructed on or after 31 December 2008 must be fitted with compliant LRIT equipment. 

  • Ships constructed before 31 December 2008 and certified for operations in Sea Areas A1, A2 or A3 were required to comply not later than the first radio survey after 31 December 2008. 

  • Ships constructed before 31 December 2008 and certified for operations in Sea Area A4 were required to comply not later than the first radio survey after 1 July 2009.

ST. KITTS & NEVIS LRIT DATACENTRE

The St. Kitts & Nevis International Ship Registry (SKANReg) participates in the international LRIT system through its designated LRIT service arrangements and approved service providers. 

The Registry maintains access to LRIT information through its designated LRIT Data Centre, enabling the monitoring and administration of vessels entitled to fly the flag of St. Kitts & Nevis in accordance with international requirements.  

To comply with that requirement, Saint Kitts and Nevis has appointed POLE STAR SPACE APPLICATIONS as the National DATA Center operator, as set out above.

LRIT CONFORMANCE TESTING

Prior to certification, shipowners and operators must arrange LRIT conformance testing through an Application Service Provider (ASP) recognized or approved by the Registry. As of August 1st, 2026 the Authorized Service Provider is POLE STAR SPACE APPLICATIONS.  

The conformance testing process verifies that the shipborne equipment: 

  • That the equipment is type approval, 

  • Meets SOLAS and IMO LRIT performance requirements; 

  • Correctly transmits LRIT information to the designated Data Centre; and 

  • Is configured and operated in accordance with applicable standards. 

Upon successful completion of testing, the ASP will provide confirmation to the Registry, after which the appropriate LRIT Conformance Test Report or certification documentation may be issued in accordance with current IMO guidance.  

Any fees associated with LRIT testing or service provision are the responsibility of the shipowner or operator.

Surveys and Verification 

During statutory radio surveys, the Recognized Organization (RO) or Classification Society acting on behalf of the Flag Administration will verify that: 

  • Approved LRIT equipment is installed where required; 

  • The equipment remains operational and capable of transmitting LRIT information; 

  • The vessel's LRIT reporting arrangements remain compliant; and 

  • The vessel maintains valid LRIT conformance documentation where applicable.  

SOLAS Regulation V/19-1 does not provide a general mechanism for granting exemptions from LRIT transmission requirements. Nevertheless, in exceptional circumstances, the Administration may review requests on a case-by-case basis where there are specific operational, technical, or regulatory considerations.  

Requests for consideration should be submitted in writing to the Technical Department, with supporting documentation detailing the circumstances and the grounds for the request.

The Administration reserves the right to request additional information and to determine each case in accordance with applicable international conventions, IMO instruments, and Flag State requirements.
